Amnesty International's Call to Action?

Why don't I ever see these things first hand?

I'll start with the above link to Captain's Quarters. All the links for the information on the story are right there and the commentary is interesting as well. Here is the quote that comes from AI's statement related to their annual report.
If the US government continues to shirk its responsibility, Amnesty International calls on foreign governments to uphold their obligations under international law by investigating all senior US officials involved in the torture scandal. And if those investigations support prosecution, the governments should arrest any official who enters their territory and begin legal proceedings against them. The apparent high-level architects of torture should think twice before planning their next vacation to places like Acapulco or the French Riviera because they may find themselves under arrest as Augusto Pinochet famously did in London in 1998. [emphasis mine]
As pointed out in the article, this very clearly sounds like they are calling for countries to violate international laws related to diplomatic immunity to prosecute an alledged violation of international law. I'd also point out that such a seizure of an American president would at minimum end up with a very large military force knocking on that countries door. Any one below that would probably take longer, though would easily escalate.
