A Lesson on Emergency Response

Is anyone paying attention here?
A hurricane takes a couple of days to pass through and an earthquake takes a minute.
Hurricane relief was complained about when it arrived after 4 days.

Many places in Pakistan haven't seen any help at all after a week, and probably won't for a long time.
Every one affected by the hurricane has a house over there head, and are being assisted in getting permanent housing.
Most affected Pakistani's don't have even a tent.

There are more injured and dead in Pakistan, but then there is a difference in housing construction and the related destruction due to an earthquake.

There is a similarity, American helicopters are bringing in most of the relief.

So, why is the reaction time of FEMA so lousy? Or is it that the citizens of America are just spoiled brats who can't appreciate the relief that they received.
