I don't know that this is entirely accurate (sometimes it depends on how you define things where the truth lies) but I'm willing to take it on its face. The last time this happened? During my namesakes administration, the most corrupt in US history. That doesn't say good things about the Bush administration. That said, perspective would be that Scooter was indicted for trying to hide something that wasn't a crime, which is effectively being indicted for stupity where as the people indicted during the Grant administration were doing truly bad things.
Another point, probably not applicable here, but interesting none the less, is that while Grant ran the most corrupt administration in US history, Grant himself was above reproach. He just had lousy judgement outside the battlefield. You can't help but wonder, could some future generation look back on this administration in a similar manner? I suspect not simply because the crime was not outright criminality, although it must be punished.
