I don't understand.
The government didn't intend to kill all those people, it just happened.
How is it that Bush/Rumsfeld/Rice/Gonzales are responsible for torture in Abu Ghraib/GITMO but the government of Sudan isn't responsible for genocide? Nice having that relative ethics thing going.
